MEPs have proposed a new legal framework to enhance the competitiveness of innovative companies in the EU. This framework aims to establish a Unified European Company with a single set of harmonized rules, promoting cross-border investment and ease of operation. The proposed "28th regime" includes digital registration within 48 hours with a minimal capital requirement of one euro, mechanisms to attract investment and talent, and specialized dispute resolution. The Commission is expected to submit a proposal by the first quarter of 2026.
