EU legislators have reached a provisional agreement for a 90% reduction target in greenhouse gas emissions by 2040, compared to 1990 levels, in order to achieve climate neutrality by 2050. This agreement includes flexibility in meeting the target, the use of international carbon credits from 2036, and a review process every two years. A key feature is the postponement of EU's emissions trading system until 2028 and the consideration of domestic carbon removals for hard-to-abate emissions. The European Climate Law will be amended accordingly, pending formal approval from Parliament and Council.
