MEPs have enhanced the EU's carbon border adjustment mechanism (CBAM) by adding downstream products, toughening anti-circumvention rules, and proposing a temporary decarbonisation fund. The CBAM scope now includes finished steel and aluminium goods, with clear methodologies required. Anti-circumvention rules were tightened to target intentional avoidance of CBAM, online sales loopholes were addressed, and a temporary decarbonisation fund was recommended for support until 2029. The MEPs aim to protect EU industry in its transition to low-carbon while maintaining environmental integrity.
